Pending the completion of the DoDGAR update for the implementation of the OMB guidelines published in 2 CFRs, Part 200, the following regulations apply to the administrative requirements to be included in the terms and conditions of new DoD Components grants and cooperation agreements: on an interim basis, until the update of the DoDGARs for the implementation of the OMB guidelines published in 2 CFR , Part 200, the internal procedures for pre-allocation, the allocation and reassignment period of DoD Components will continue to meet the requirements set out in Parts 21 and 22 of the DoDGARs (32 parts CFR 21 and 22) and other guidelines applicable to the regulatory system for defending grants and association agreements (DGARS). This final rule is the first of six rules in this edition of the Federal Register published on 7 November 2016 in the form of communications on the proposed regulation (NPRM). The six rules provide for an interim update of government guidelines on administrative requirements, cost principles and audit requirements for federal statements for grants and cooperation agreements. This final rule removes obsolete portions of the DoD Grant and Agreement Regulations (DoDGARs) and replaces them with a new part of DoDGARs that contains revised implementation of the guidelines and defines seven sub-chapters of the DoD chapter of the Code of Federal Regulations` Grants and Agreements. This section provides an update on the interim implementation of DoD`s Office of Management and Budget (OMB) guidelines in 2 CFR 200. It replaces the initial preliminary implementation of these guidelines, which DoD adopted on December 19, 2014 in the second part CFR 1103. DoD received a public notice on the NPRM on November 7, 2016, in which it was proposed to remove the provisional implementation of the OMB guidelines in Part 1100 CFR of Part 1103, the part of the DoDGARRs adopted by DoDGARs that DoDGaR adopted on December 19, 2014, as an interim implementation of the 2-proNG CFR 200-part UMO guidelines; and (2) replace this part with a new DoDGAR Part 2 CFR, Part 1104, which contains a revised implementation of the guidelines. This comment by an anonymous person refers to this rule and the five other related provisions in today`s federal registry, so it is dealt with here. Title 2 CFR, Part 1104, contains, with limited modifications, as shown below, ten new parts of DoDGARs, which are located in four of the five of these final rules, referring to their applicability. These final rules (1) contain a standard word of the terms and conditions applicable to administrative requirements for dod grants and cooperation agreements granted to universities, non-profit organizations, states, local governments and Indian tribes; (2) standard general conditions for national policy requirements for subsidies and cooperation agreements for all types of enterprises; (3) define a standard allocation format for doD grants and cooperation agreements and (4) create a central part of the DoDGARs, which defines the terms used in these regulations.
