1. Subject to Articles II and IV, either Party may authorise the taking of polar bears when such removal is carried out: in recognition of the success of the Agreement, the Parties celebrated their 40th anniversary in December 2013 by participating in the International Forum for the Conservation of Polar Bears in Moscow, Russia. At this forum, representatives of the parties to the agreement reaffirmed their commitment to take joint measures for the conservation of the polar bear by signing a declaration of the competent ministers of the polar bear states. This Agreement shall be open for accession by the Governments referred to in paragraph I of this Article. Instruments of accession shall be deposited with the depositary Government. 4. This Convention shall enter into force ninety days after the deposit of the third instrument of ratification, approval or accession. 8.
