The rules of origin and methods of administrative cooperation established in the Protocol on Rules of Origin of Origin and its seven annexes are based on the Pan2 model for Euro-Mediterranean Europe. This will allow the accumulation of materials from the EFTA states, Ukraine and other Pan-Euro Med Member States as soon as the corresponding agreements between these countries and Ukraine are in force. It defines a new format of relations between Ukraine and the EU on the basis of « political association and economic integration » and serves as a strategic guideline for systematic socio-economic reforms in Ukraine. The economic component of the Association Agreement was signed at Ukrainian President Petro Poroshenko`s meeting with the European Council, EU heads of state and government, heads of state and government of the 28 EU member states on 27 June 2014. In particular, Title III « Justice, Freedom and Security, » Title IV « Trade and Trade Issues, » Title V « Economic and Sectoral Cooperation » and Title VI « Provisions for Financial Cooperation and Anti-Fraud. » This economic component of the agreement, coupled with the previously signed political part, is a unique document. Negotiations are underway for bilateral free trade agreements between Ukraine and Canada, Turkey and the State of Israel. CIS Free Trade Agreement (member countries: Ukraine, Azerbaijan, Belarus, Armenia, Kazakhstan, Kyrgyzstan, Moldova, Russian Federation, Tajikistan, Turkmenistan, Uzbekistan) signed on 18 October 2011 and ratified by Ukraine on 13 July 2012. If Ukraine opted for the agreement, the customs union of the Eurasian Economic Commission of Belarus, Kazakhstan and Russia would withdraw from free trade agreements with the country, said Russian presidential adviser Sergei Glazyev.  On 21 November 2013, a Ukrainian government decree suspended preparations for the signing of the agreement, which was to be signed at an EU summit in Vilnius from 28 to 29 November 2013, and it was not signed.
[h]         The decision to organize the signing of the Association Agreement led to the Ukrainian revolution in 2014.   The Chapter on Trade in Services (Chapter 3) closely follows the WTO`s General Agreement on Trade in Services (GATS).
